The article sets out some of the challenges and also offers important ideas for bringing greater mutuality into this important relationship.
The author, Gui Li, is currently doing her PhD with me at McGill University. She draws from her extensive professional experience of higher education in China coupled with time spent in Kazakhstan working with top notch think tank, CAPS Unlock. Indeed, it was CAPS Unlock who encouraged Gui to bring these two sets of experiences together into a longer essay published in late 2025, Rethinking cooperation and development in international higher education: Insights from Kazakhstan and China.
